Mañana

Título: La democracia española ante su mayor desafío

Subtítulo: La fracasada reforma del Estatut y la fuerte crisis económica explican el abrazo al independentismo de gran parte de la ciudadanía de Cataluña

Texto: Cuarenta años después de que se restableciera la Generalitat y con ella el autogobierno más amplio de su historia, los gobernantes de Cataluña han decidido reventar el consenso constitucional del 78, enfrentar a gran parte de su ciudadanía con el Estado y llevar hasta el final un referéndum de secesión que pone en riesgo la idea misma de España. Los catalanes despiertan este domingo plenos de incógnitas: si se dará una verdadera votación o será una movilización masiva, si la fractura social provocada por el soberanismo estallará en la calle o si el desafío puesto en escena llegará a su consumación con una declaración unilateral de independencia. También confirmarán una certeza: ni la política ni sus actores han sabido estar a la altura y evitar el choque.

La pregunta más repetida en los últimos años ha sido “¿en qué momento se originó esta crisis?”, y parece haber amplio consenso entre políticos, académicos y opinadores públicos en situarlo en la sentencia del Tribunal Constitucional de 28 de junio de 2010, que recortó 14 de los 223 artículos del Estatuto de Autonomía, reinterpretó otros 27 y negó valor jurídico al término “nación” contenido en el preámbulo. El texto estatutario había sido aprobado por el Parlamento catalán y el Congreso de los Diputados, y refrendado por los catalanes cuatro años antes. Ese consenso, sin embargo, está cargado de matices que hacen mucho más compleja toda esta historia.

La reforma del Estatut no había suscitado en sus orígenes el entusiasmo de muchos catalanes. Fue un compromiso electoral y un empeño de Pasqual Maragall por demostrar que el catalanismo socialista era capaz de alcanzar mayores cotas de autogobierno y un encaje más estable de Cataluña en España. La promesa del entonces aún candidato a la Presidencia del Gobierno, el socialista José Luis Rodríguez Zapatero, en el mitin del Palau Sant Jordi en noviembre de 2003 —“Apoyaré la reforma del Estatuto que apruebe el Parlamento catalán”— se convirtió en un bumerán, por su incumplimiento, que acabó desprestigiando a todos los protagonistas de este drama. La tramitación de la nueva ley se le escapó de las manos al PSC, fue abandonada por poco ambiciosa por su socio en el tripartito, ERC, y acabó quedando en manos de CiU. Su líder en esos momentos, Artur Mas, acabó negociando el articulado final en un encuentro secreto en La Moncloa, decenas de cigarrillos mediante y al margen del Parlament, con el entonces ya presidente del Gobierno, Zapatero.

El Estatut tendría aún que pasar por la Comisión Constitucional del Congreso, donde sufriría el “cepillado” —en palabras del presidente de la comisión, el socialista Alfonso Guerra— de algunos artículos de dudosa constitucionalidad, antes de ser aprobado por las Cortes, con el voto en contra del PP y de ERC.

El 18 de junio de 2006, finalmente, los catalanes lo votaban en un referéndum. La abstención superó el 50% (50,7%: diez puntos por encima de la registrada en 1979, cuando se votó el primer Estatut). Ahí podría haber acabado todo, pero el PP decidió llevar a los tribunales su batalla. El 31 de julio, Soraya Saénz de Santamaría y Federico Trillo, en nombre del partido, presentaban ante el Constitucional un recurso contra 114 artículos y 12 disposiciones de la ley. Comenzaba una lucha judicial que se prolongaría durante cuatro años y que acabaría con la recusación de varios magistrados del alto tribunal, la división en su seno en dos bloques enfrentados y la erosión de gran parte de su prestigio.


Golpe mortal

El 28 de junio de 2010 llegó la sentencia. El tribunal preservó la mayor parte del articulado, pero dio un golpe mortal a pretensiones como la de declarar preferente la lengua catalana, constituir un Poder Judicial catalán autónomo o ampliar las competencias fiscales de la comunidad. Y, sobre todo, hizo hincapié en restar valor jurídico a la proclamación de Cataluña como nación.

El conflicto durmiente estalló en el peor momento, en medio de la mayor crisis económica sufrida por España en décadas. El independentismo aprovechó para traer a su causa, históricamente minoritaria, a todos los indignados que, como en el resto de España, comenzaban a cuestionar el orden constituido y que encontraban un vehículo a sus aspiraciones en la idea de comenzar desde un principio en un nuevo Estado. Hasta el presidente de la Generalitat, el socialista José Montilla, se sumó a esa ola de indignación y arremetió contra el Tribunal Constitucional —“lamentablemente desacreditado y moralmente deslegitimado para dictar esta sentencia”, dijo—, en una comparecencia institucional televisada. Y sufrió las pitadas, al frente de una manifestación de 400.000 catalanes, con la pancarta “Som una nació” a la cabeza.

La llegada al Palau de la Generalitat de Artur Mas, en diciembre de 2010, fue seguida por la de Mariano Rajoy al palacio de La Moncloa un año más tarde. El nuevo president, un tecnócrata moderado forjado en la política a la sombra todopoderosa de Jordi Pujol, comprometía todo su empeño en enderezar la economía de Cataluña y se apoyó para ello parlamentariamente —se quedó a cuatro escaños de la mayoría absoluta— en el PP. Poco podía sospecharse de la deriva futura de un político que, años antes, en el libro Qué piensa Artur Mas, había escrito: “El concepto de independencia lo veo anticuado y un poco oxidado”, y que apostaba por la idea de una España plurinacional.

Hacer frente a la crisis económica no iba a ser tarea fácil. Los recortes drásticos en sanidad y en educación agitaron la calle. Cataluña sufrió un desplome de su gasto social del 26% entre 2009 y 2015 (más de 5.000 millones de euros), lideró el número de desahucios y disparó su deuda. Mas comprobó en su propia piel la indignación desatada en junio de 2011, cuando un helicóptero tuvo que trasladarle a la sede del Parlament, donde se debatían los Presupuestos. Más de 2.000 ciudadanos indignados habían rodeado la Cámara catalana y se produjeron escenas de violencia nunca antes vistas en sede parlamentaria, con diputados insultados y agredidos y violentas cargas policiales.

El independentismo se hacía fuerte en la ola de la indignación. Artur Mas fue testigo, desde la distancia de su posición institucional y sin implicarse, de la marea humana que salió a la calle en la celebración de la Diada, la fiesta de Cataluña, del 11 de septiembre de 2012. La Guardia Urbana de Barcelona cifró la asistencia en un millón y medio de personas.

El argumento se ofrecía en bandeja. Era necesario buscar un culpable fuera de Cataluña, y ese no era otro que el Estado y su Gobierno central, con Rajoy a la cabeza. Comenzaron entonces a proliferar los argumentos que alimentaban un lema peligroso como la pólvora: “España nos roba”. Se avivó la batalla de las balanzas fiscales y se logró transmitir a gran parte de la ciudadanía la idea —en algunos aspectos justificada pero exagerada en cualquier caso— de que Cataluña daba más de lo que recibía; que sufría un agravio comparativo, respecto al resto de comunidades autónomas, que padecían en sus carnes, con peores servicios e infraestructuras, los catalanes de a pie.


Chantaje, desprecio

La Generalitat hizo suyas estas reclamaciones y las convirtió en una propuesta que era toda una bomba de relojería: el Pacto Fiscal. Un concierto económico similar al que disfrutan el País Vasco o Navarra. La ruptura de la caja única del Estado y la posibilidad de que Cataluña —el 20% del PIB español— gestionara en solitario sus ingresos y gastos, a cambio de entregar al Gobierno central una cuota anual para los gastos comunes y una limitada solidaridad interterritorial. Eso, en un momento en el que el Gobierno del PP debía hacer frente a una situación económica catastrófica que había hecho sobrevolar la idea de que el país acabara rescatado financieramente por la Unión Europea. Rajoy y Mas se reunieron en La Moncloa el 20 de septiembre de 2012. El no a la petición de más autonomía fiscal fue rotundo. El primero interpretó el planteamiento como un chantaje. El segundo, como un desprecio. A partir de ese momento todo se descarrilaría.

Siete días después de la malograda reunión, el Parlament lanzaba el desafío. Aprobaba una resolución en la que sostenía: “Cataluña debe empezar una nueva etapa basada en el derecho a decidir”. Y pedía a la Generalitat que preparara una consulta popular, “prioritariamente en la próxima legislatura”. El lenguaje era ya claramente independentista. Se hacía referencia al “derecho imprescriptible e inalienable de Cataluña a la autodeterminación, como expresión democrática de su soberanía como nación”.

El sentimiento independentista, aún en minoría, iba creciendo en las encuestas. Pero el principal beneficiario no sería el nacionalismo de siempre, el de Convergència i Unió, que mostraba un claro oportunismo al subirse a ese tren. La recompensa sería para una formación cuyos resultados habían sido modestos hasta hacía bien poco a pesar de su relevancia histórica: Esquerra Republicana de Catalunya (ERC).

Artur Mas, confundido por el fervor en la calle, adelantó en dos años las elecciones autonómicas. El golpe fue duro. En esos comicios CiU perdió 12 escaños y ERC se convirtió en la segunda fuerza del Parlament, con 21 diputados, y en el motor impulsor de la deriva independentista desde las instituciones catalanas.

Un nuevo Parlament aprobaba una declaración de soberanía y el derecho a decidir del “pueblo de Cataluña”. Era enero de 2013. Y comenzó entonces un juego del gato y del ratón en el que, a cada decisión de la Cámara catalana o del Govern, el Ejecutivo central de Rajoy respondía con un recurso ante el Tribunal Constitucional. Convencido de que lo que no es legal simplemente no es posible, el Gobierno de Rajoy fue incapaz de responder con una propuesta política o con un proyecto para Cataluña a una ofensiva que quebrantaba una y otra vez las leyes y la Constitución mientras vendía con inteligencia su objetivo épico —el democrático y pacífico David catalán frente al Goliat que representaba el Estado español— a una parte cada vez más numerosa de catalanes.

Se puso fecha a un referéndum de independencia: el 9 de noviembre de 2014. Se fijó la doble pregunta: “¿Desea usted que Cataluña se convierta en un Estado? En caso afirmativo, ¿desea usted que Cataluña sea un Estado independiente?”. Y se previó dotación económica y logística. El Gobierno de Rajoy emprendió una carrera contrarreloj para frenar el desafío en los tribunales, y lo consiguió: el Constitucional ordenó la suspensión del 9-N. Fue sin embargo una victoria pírrica. Artur Mas pareció resignado a acatar la sentencia, pero pasó a denominar a lo que seguía en marcha “proceso participativo” (que también fue suspendido por el tribunal, apenas cuatro días antes de la fecha de la votación). Dudas y discusiones en el seno del Gobierno de Rajoy —entre los que preferían restar importancia a la consulta y mirar hacia otro lado y los que abogaban por frenarla— llevaron a que no se reaccionara. 2,3 millones de catalanes acudieron a votar. Hubo un 33% de participación. Sin sorpresas: el 80% optó por la independencia.


Error de cálculo

Ante los ojos de muchos catalanes, se había votado. Y se consolidó la idea de que en un futuro cercano podría volverse a hacer, con mayores garantías. Solo después el Gobierno, arrepentido de su error de cálculo, emprendió acciones penales contra Artur Mas y los principales organizadores de la consulta en el Govern.

A medida que la idea de la independencia crecía, CiU iba empequeñeciendo. Los escándalos en torno a la familia Pujol y la financiación del partido (el caso del 3%), las tensiones internas entre los socios de la coalición, y el sentimiento generalizado de que su independentismo era de conveniencia, llevaron a gran parte del electorado a preferir el original a la copia. CiU se rompió. Convergència, que más tarde se refundaría en el Partido Demócrata Europeo de Cataluña (PDeCAT), camufló su deterioro bajo la coalición Junts pel Sí, junto a ERC. En las elecciones de septiembre de 2015 lograron 62 escaños. Ni siquiera con esta alianza lograron la mayoría absoluta.

Iba a entrar en juego un nuevo actor que aceleraría la ruptura, radicalizaría el proceso y forzaría a romper los puentes que los más moderados no se decidían a romper: las Candidaturas de Unidad Popular, la CUP, una izquierda extrema independentista a fuer de antinacionalista, heredera de aquella izquierda radical en cuyo entorno surgió, a finales de los años 70 y principios de los 80, el terrorismo de Terra Lliure. Tras meses de interinidad, la CUP se hizo con la cabeza de Artur Mas —ya por entonces imputado por el 9-N en un proceso que acabaría con su inhabilitación— e impuso, a cambio de su apoyo parlamentario para constituir un nuevo Govern, a un desconocido llamado Carles Puigdemont. Hasta entonces había sido alcalde de Girona. La CUP sabía lo que hacía. Había elegido al más radical e independentista de entre las filas de la antigua Convergència.

Empujado por la CUP, el nuevo Govern, con Puigdemont en la presidencia y el líder de ERC, Oriol Junqueras, en la vicepresidencia, comenzó los preparativos para la “desconexión” de Cataluña. Se puso fecha a un nuevo referéndum: 1 de octubre de 2017.

Esta vez el desafío tendría un aliado muy poderoso: el periodo más largo de interinidad de la política española. Casi un año con un Gobierno provisional del PP incapaz de abordar nada más allá de las tareas ordinarias, un PSOE desgarrado en su propia guerra interna y una formación populista de relevante peso parlamentario, Podemos, volcada en agitar los cimientos institucionales.

Todo ese tiempo fue aprovechado para crear la ficción de una realidad legal y administrativa paralela a la legalidad española: nuevas “estructuras de Estado” para Cataluña (su propia agencia tributaria, su propio “ministerio” de Asuntos Exteriores...). Comenzaban a prepararse en secreto, al margen del Parlament, sucesivos borradores de una futura ley de transición jurídica y de una ley del referéndum. Y, también desde la sombra, la Generalitat ponía en marcha la logística y los medios para celebrar una consulta ilegal.

Ante el golpe constitucional que se fraguaba, el Gobierno —Rajoy ya investido gracias a la traumática abstención del grupo parlamentario socialista— se preparó para desplegar todo el peso del Estado. Se trataba de parar a toda costa la nueva ofensiva. Esta vez, se conjuró La Moncloa: no habría referéndum. La gravedad del desafío lanzado obligaba a no descartar ninguna respuesta, pero se apostó todo a la contundencia de los tribunales. Posibles respuestas políticas (una oferta de proyecto futuro para Cataluña) o constitucionales (la intervención temporal de las instituciones autonómicas) fueron descartadas por inútiles o por demasiado arriesgadas.

Y en ese juego de astucia jurídica mutua, cegada ya cualquier otra salida, se han mantenido los dos actores principales de este drama. La Generalitat, impedida por sus propias acciones a dar marcha atrás, parapetada frente al Estado tras unos ciudadanos que han llegado a creer que esta vez es la definitiva. El Gobierno, empeñado hasta el final en que la realidad, por muy tozuda que sea, si no es legal, no existe.

El estado de la prensa en el Imperio

Título: US Media: Standards Tossed Overboard

Texto: Internet development resulted in disappearance of America’s local media to benefit metropolitan mainstream outlets with large countrywide circulation. Predominantly pro-Democratic, they espouse liberal values, paying little attention to political views and everyday life problems of those who live outside megacities.

The mainstream media have lost trust of provincial America to engender the phenomenon of Trump, with public trust in mainstream media reaching its lowest level in history. The people living outside big cities trust President Trump more than media.

There were times US media served all Americans no matter where they lived, while meeting the highest journalism ethics and standards. True, outlets have always been divided to some extent between conservative and liberal camps but media were not antagonistic to each other as they are now. In the 1960s-1980s, the situation was quite different. US media were the real Fourth Estate, revealing the abuse of power and highlighting real problems the country faced.

Media contribution into the Civil Rights Act becoming a law in 1964 and ending the Vietnam War was immense. It’s enough to remember the reports of Walter Cronkite (CBS), often cited as "the most trusted man in America", about the Vietnam war. His 1968 editorial about the United States "mired in stalemate" in Vietnam was seen by some as a turning point in the US opinion of the war. President Lyndon Johnson is claimed by some to have said, "If I've lost Cronkite, I've lost Middle America." Cronkite helped broker the 1977 invitation that took Egyptian President Anwar Sadat to Jerusalem, the breakthrough to Egypt's peace treaty with Israel.

Walter Lippman, who is remembered as Father of modern journalism, is a good example of great influence exerted by journalists on the government decision-making process. An informal adviser to several presidents, he became the leading public advocate of the need to respect a Soviet sphere of influence in Europe, as opposed to the containment strategy being advocated at the time by George F. Kennan. He too was highly critical of the Vietnam War.

Cronkite and Lippman are just few of the many examples of American journalists becoming trusted public figures the powers that be could not ignore. US media were powerful enough to make Richard Nixon resign. But with all the power they wielded, responsibility and standards prevailed. Ideological preferences played a minor role. The goal was to attract as many readers as possible. Competition was tough. It was public trust that media outlets were after. Those days are gone.

In 1983, 90% of US media were controlled by 50 companies; today, 90% of the US media landscape is controlled mostly by six massive media corporations: General Electric, Walt Disney, News Corp., Time Warner, Viacom, & CBS. Profits not standards define the agenda.

Ideological bias has grown as there is much less competition. Many of media outlets have become openly biased. Major outlets, such as the New York Times, Boston Globe, Washington Post, CBS, ABC, NBC, ABC, СNN, MSNBC, CNS News, Newsweek are prone to liberal bias. The New York Times has become a Democratic Party newspaper. The Wall Street Journal, New York Post, Chicago Tribune, Fox News, NewsMax and WorldNetDaily strongly promote a conservative agenda.

From the 1970’s through the mid- 1980’s, confidence in the press was high. Ratings began to slip in the late 1980’s. By the 1990’s they plummeted. In 1990, 74% percent of Americans said they had a great deal or some confidence in the press. A decade later, that number fell to 58%. Before 2004, it was common for a majority of Americans to profess at least some trust in the mass media, but since then, less than half of Americans feel that way. Now, according to Gallup, only about a third of the US has any trust in the Fourth Estate, a stunning development for an institution designed to inform the public. Americans say the mainstream outlets are full of fake news, a sentiment that is held by a majority of voters across the ideological spectrum.

Nowadays, it has become unnecessary to present the arguments for another point of view, and thorough fact-checking became a thing of the past. Inaccurate reporting is vastly spread. Fake stories about the weapons of mass destruction in the hands of Saddam Hussein provoked the invasion of Iraq in 2003. In 2016, media reported Hillary Clinton’s election victory was assured. Those were severe blows which brought down media’s ratings. The anti-Russian campaign is another example. With all the ballyhoo raised about Russia’s interference in the US electoral process and other wrongdoings, media has failed to present anything trustworthy to be viewed as evidence.

With the competition from Internet to face, mainstream newspapers have to make personnel cuts badly affecting the quality of publications. Social networking services divide users into groups of like-minded persons to limit their scope of vision. Belonging to a certain group reduces the opportunity to get acquainted with alternative views. Information should fit in the discourse, its credibility is not important anymore. Television networks are looking for their niches to become ideologically oriented as the gap between Democrats and Republicans is widening.

The US media have alienated many with Donald Trump’s relentlessly negative and antagonist coverage. Decency, objectivity and other standards appear to be forgotten as they attempt to delegitimize and impeach the president. Anything would do, including concoctions and fake news. There is little hope that the media will change and start to cover the Trump presidency in a fair and objective way.

According to an IBD/TIPP Poll conducted in December, more than half of Americans (55%) report they have less trust in the news media as a result of its coverage of the 2016 election. US media are doing their best to divide Americans and exacerbate the divisions between the two opposing camps. Outlets are turning into tools of propaganda. Media activities have become a fight without rules. Under the circumstances, the attacks against Russia in the US media couldn’t be anything but a part of the process. The sad fact is that the process of once great American media is in full swing and there is nothing in sight to stop it.

Título: Russia’s Interesting New Oil Geopolitics

Texto: Since the 1928 Red Line Agreement between British and French and American oil majors to divide the oil riches of the post-World War I Middle East, petroleum or more precisely, control of petroleum has constituted the thin-red-line of modern geopolitics. During the Soviet time Russian oil exports were largely aimed at maximizing dollar hard currency income in any possible market. Today, with the ludicrous US and EU sanctions on Russia and the Washington-instigated wars in the Middle East, Russia is evolving a strategic new frame for its oil geopolitics. .

Much has been said about how Russia under the Putin era has used its leading role as a natural gas supplier as a vital part of its geopolitical diplomacy. Nord Stream and soon Nord Stream II gas pipelines direct from Russia undersea, bypassing the political NATO minefields of Ukraine and of Poland, have the positive benefit of building an industry lobby in the EU. Especially in Germany, which would think twice about the more lunatic Russo-phobic provocations of Washington. Similarly Turkish Stream that gives South East Europe a secure prospect of Russian natural gas for industry and heating independent of Ukraine is positive both for the Balkans as for Russia. Now a new element is emerging in the strategy of Russian state-owned oil majors to develop a new geopolitical strategy using Russian oil and oil companies.


Matryoshka dolls, Qatar and Rosneft

On December 7, 2016 Russia’s President Vladimir Putin announced that the Russian state had sold a 19.5% share of Rosneft to a joint venture between Swiss commodity giant, Glencore and the Qatar Investment Authority for €10.2 billion. Russia retained more than 60% control by the sale. There was great mystery as to the ultimate details which were buried in what in Russian is called a matryoshka doll structure, referring to the famous Russian painted dolls which when opened, reveal a smaller doll and again, an even smaller doll and so on. It referred to the1 nested structure of offshore shell companies used in the Rosneft-Qatar/Glencore purchase.

Whatever the details of that December sale, which brought the Russian treasury badly needed funds amid a budget shortfall caused by the sharp decline in world oil prices, some ten months later, Russia and Rosneft have now negotiated with Qatar, Glencore and China’s CEFC China Energy Company Ltd., for CEFC to buy 14% of the 19.5% share of Rosneft.

Qatar clearly is reacting to Saudi-driven economic sanctions and the resulting cash drain on its economy by selling most of its share in Rosneft. The most significant aspect however is that Rosneft for the first time makes a share holding with a Chinese major oil company in the process. CEFC, a $34 billion annual income private Shanghai company with its subsidiaries is engaged in oil and gas agreements worth more than US$50 billion with companies in the Middle East and Central Asia. The synergies of the Rosneft-CEFC deal for the elaboration of the mammoth Eurasian Belt, Road Initiative (BRI) are obvious.

An analyst with Wood Mackenzie, Christian Boermel, commented on the significance: “This deal intensifies the energy relationship between Russia and China. A direct stake in Rosneft will make CEFC China the main driver for the relationship of Rosneft with China, ahead of CNPC, Sinopec and Beijing Gas.”

With this deal Russian and Chinese state oil companies will cooperate on joint oil development around the world, a major cementing of a bilateral relationship that has emerged as a direct consequence of Washington stupidity in the past years, first with the 2007 ballistic missile defense stations in Poland and across the EU aimed at Russia, then the 2014 Ukraine coup d’etat by the CIA and US State Department, obviously intended to drive a wedge between Russia and the EU, a coup that has cost the EU economies an estimated $100 billion since 2014 according to a new UN report.

Like most Pentagon and neocon projects, the Ukraine coup boomeranged and turned Russia in a most significant way to an Eastern pivot towards cooperation with China and all Eurasia. Now with Russia’s Rosneft–the world’s largest publicly traded oil company–in a strategic partnership with China’s huge CEFC Energy, a significant new element is added to Russia’s potentials of energy geopolitics, as well those of China.

In another highly significant geopolitical move, the Russian state oil company JSC Zarubezhneft announced in August that it has entered a triangular oil development agreement with the Turkish energy group, Unit International Ltd. and the Iranian Ghadir Investment Company in well drilling projects in Iran worth a reported $7 billion. The three companies will finance and develop energy projects, including development of Iran’s vast undeveloped oil resources.

Unit International earlier this year signed an agreement together with a South Korean engineering company to build five gas-fired power plants in Iran worth $4.2 billion having a generation capacity of 5,000 megawatts, making them Iran’s largest privately developed power plants. Iran is also the second largest gas supplier to Turkey after Russia. Clearly here at least the Sunni vs Shi’ite antagonisms take a back seat to pragmatic strategic energy cooperation, and that’s all to the good. Wars of religion never produce good as we see today.

The Turkish joint venture with the Russian state oil company in Iran comes at the same time Turkey announced that it has finalized purchase of the advanced Russian S-400 Triumf anti-aircraft system, said to be the world’s most advanced, over howls of protest from Washington.

Zarubezhneft is a Russian state oil company specialized in drilling projects outside Russia. They are currently active in Vietnam, Cuba, Republika Srpska, Jordan and elsewhere. The geopolitical dimension of those projects, and now the joint Russia-Turkey oil and gas development agreement in Iran, begins to suggest a geopolitical strategy. Joint energy development is serving to weave vital economic ties around Russia.

When all these developments are viewed superimposed on a map of Eurasia, it becomes clear that a new geopolitical relationship, what we might call an economic energy force field is drawing Turkey closer to Russia and to Iran, as well as China.

For its part, Qatar, a nominally Sunni country which earned the enmity of Prince and soon-to-be King, Mohammed bin Salman of Saudi Arabia, did so less for Qatar’s earlier support of the Muslim Brotherhood and more for its developing relations with not only Moscow, but also with Shi’ite Iran and with China. Qatar had been in secret negotiations with Iran for joint development of their shared Persian Gulf natural gas field.

Previously Qatar, along with the Saudis and even Turkey, financed the war against Bashar al Assad for Assad’s refusal to go with a Qatar gas pipeline via Syria to Europe. Assad instead joined with Iran and Iraq in an alternative Iran gas pipeline to Europe and the six-year-long terrorist war against Assad was launched.

At some point following Russia’s decision to aid Assad in late 2015, in a pragmatic turn that infuriated the Pentagon and Prince Salman, Qatar made a new decision along the lines “if you can’t lick ‘em, join ‘em.” Qatar entered secret talks with Iran over Syria and over a joint Qatar-Iran pipeline that would mutually develop the world’s largest known natural gas field they both share in the Persian Gulf—the South Pars/North Dome field, by far the world’s largest natural gas field according to the International Energy Agency (IEA). The battle to control Qatar in a sense is the battle to dominate world natural gas markets, today almost as economically significant as oil to the future world economy.

In response to the Trump-Kushner inspired Saudi and UAE-led economic sanctions against Qatar last June, Qatar has stepped up its relations with Iran, with Russia and with China, while refusing the impossible Saudi-UAE demands. The Chinese state bank in Doha has transacted the dollar equivalent of over $86 billion worth of transactions in Chinese Yuan since the opening of the Doha branch of China’s Industrial and Commercial Bank of China in 2015, and has signed other agreements with China that encourage further economic cooperation.

Then on August 23, Qatar announced it was restoring full diplomatic relations with Iran, not exactly what Jared Kushner’s friends in Washington and in Tel Aviv wanted to see. Since the Saudi-led sanctions to isolate and starve Qatar into submission, Iran has provided Qatar with sea shipments of fresh food and allowed Qatar planes to cross its airspace.

Moreover, Qatar relations with Russia are developing. Qatar, Iran and Russia are the main lobbyists for the creation of the so-called “Gas OPEC”, which Saudi Arabia, the United Arab Emirates and the United States vigorously oppose.

Add to this changing force field in the Gulf the fact that Erdogan’s Turkish government, previously a staunch ally of Saudi Arabia, condemned the Saudi actions against Qatar. Turkey sent food supplies to prevent embargo-related shortages in Qatar after June and passed legislation through parliament to deploy Turkish troops on Qatari soil.


A new geometry

Russia, China, Turkey, Iran, Qatar. They are weaving deeper peaceful economic ties, walking away in the case of Qatar and Turkey from their ill-conceived US-inspired war against Syria’s Bashar al Assad, developing long-term energy cooperation and defense ties. At the heart is Russia’s emerging new oil geopolitics.


The response to this all from the sinking Titanic that used to be known as the United States of America, of its military lobby and their Wall Street bankers who actually run Washington policy via their web of think-tanks, is infantile: war, destabilizations, color revolutions, sanctions as a form of economic war, demonization, lies. That’s all rather stupid and ultimately boring.

Referéndum en el Kurdistán


El referéndum kurdo en Irak pasó con cierto ruido y pocas nueces. Un 20 % del total de kurdos fue a votar; los que hubieran votado en contra ya habían sido expulsados del norte iraquí, por lo que la victoria de los independentistas fue contundente: por el 90%, dicen los organizadores. Título: Kurdistán, lo que se esconde tras el referéndum

Epígrafe: En un mundo donde las imágenes se han vuelto más importantes que las realidades, la prensa habla hoy de un referéndum democrático por la independencia del Kurdistán iraquí. Pero, aparte de que ese referéndum –desde el punto de vista constitucional– tendría que realizarse en todo Irak y no sólo en la zona independentista, está el hecho que varios millones de pobladores no kurdos ya han sido expulsados de sus tierras, a las que no podrán volver. En los locales asignados para votar, sólo los independentistas velarán por la legalidad de la consulta. Thierry Meyssan revela la verdad sobre esa superchería y los intereses imperialistas que se esconden tras ella.

Texto: En este cartel de propaganda electoral, los límites del “Kurdistán independiente” van más allá de la región autónoma y abarcan territorios pertenecientes a Irak y Siria.

El referéndum por la independencia de Kurdistán no pasa de ser una patraña. Estados Unidos, que proclama públicamente su oposición a esa consulta, en realidad la apoya por debajo de la mesa. Lo mismo hacen Francia y el Reino Unido, con la esperanza de que Washington convierta en realidad el viejo sueño colonial franco-británico. Rusia no se queda atrás, dejando entrever que –aunque se opone a todo cambio unilateral– podría apoyar la independencia… al menos si todo el mundo admite la independencia de Crimea y, por ende, su regreso a la Federación Rusa.

El grado de hipocresía de los miembros permanentes del Consejo de Seguridad de la ONU es tan alto que ni siquiera han logrado pronunciarse sobre el referéndum kurdo, a pesar de su aparente unanimidad. No adoptaron una resolución –o sea, un texto jurídicamente consistente a la luz del derecho internacional. Tampoco adoptaron una declaración de la presidencia del Consejo –lo cual constituiría una posición de sus miembros. Sólo dieron a conocer un insípido comunicado de prensa al término de la reunión que sostuvieron el 19 de septiembre [1].

Hoy existen en el mundo 8 Estados no reconocidos –Abjasia, la República Turca del Norte de Chipre, el Alto Karabaj, Kosovo, Osetia, Sahara Occidental, Somalilandia y Transnistria– y 2 territorios europeos esperan alcanzar la independencia –Cataluña y Escocia. Toda modificación del estatus del Kurdistán iraquí tendrá consecuencias para esa decena de territorios que aspiran a convertirse en países independientes.

La independencia del Kurdistán iraquí implicaría una tergiversación del derecho internacional ya que sería desplazar el Kurdistán, reconocido en 1920 por la Conferencia de Sevres, del territorio de la actual Turquía al territorio de Irak. Claro, todo el mundo se ha acostumbrado a utilizar la palabra «Kurdistán» para designar esa región de Irak donde Londres y Washington han supervisado, desde 1991, una limpieza étnica lenta pero sostenida.

Durante la operación «Tormenta del Desierto», esa región albergaba una mayoría de iraquíes kurdos. Londres y Washington la convirtieron en una zona de exclusión aérea para la aviación del presidente iraquí Saddam Hussein. Allí impusieron arbitrariamente en el poder a uno de los colaboradores que habían utilizado durante la guerra fría, Massud Barzani, quien inició el desplazamiento forzado de las poblaciones que no eran kurdas.

Este mismo Barzani, electo por 2 veces después de aquello, ahora se aferra al poder a pesar de que su mandato expiró ya hace 2 años. Desde el fin de ese mandato, la Asamblea Nacional, que exige que Barzani abandone el poder, se ha reunido sólo una vez… para votar el principio de la realización del referéndum. Pero lo hizo sin la participación del Goran, partido que denuncia incesantemente el sistema feudal de los Barzani y del clan Talabani, así como el nepotismo y la corrupción, consecuencias de ese sistema. De hecho, Massud Barzani ha estado en el poder durante 26 años consecutivos.

De 1991 al año 2003, los pobladores no kurdos abandonaron poco a poco la zona de exclusión aérea, que acabó siendo proclamada Kurdistán iraquí después del derrocamiento de Saddam Hussein.

El 1º de junio de 2014, los servicios secretos de Arabia Saudita, Estados Unidos, Israel, Jordania y los del gobierno regional del Kurdistán autónomo iraquí, Qatar, Reino Unido y Turquía sostuvieron en Amman (Jordania) una reunión para preparar la invasión de Irak por parte de Daesh. Sabemos de la realización de esa reunión por el documento turco que el diario Ozgur Gundem publicó inmediatamente [2]. Ese cotidiano, con el que yo he colaborado, fue cerrado después por el «sultán» Recep Tayyip Erdogan [3].

Según aquel documento, se decidió coordinar las acciones de Daesh con el Kurdistán iraquí. El Emirato Islámico (Daesh) lanzó una ofensiva relámpago para ocupar Mosul mientras que el Kurdistán iraquí se apoderaba de Kirkuk. El presidente Massud Barzani había estado en Jordania 4 días antes para reunirse con varios de los participantes en aquel encuentro, en el que tuvo mucho cuidado de no participar personalmente, aunque estuvo representado por su hijo Masrur, que dirige su propio servicio de inteligencia.

Cuando Daesh invadió la porción de Irak que Estados Unidos ya le había concedido, tomó prisioneros a los yazidíes y los convirtió en esclavos. La inmensa mayoría de los yazidíes son kurdos pero, en aplicación de lo decidido en Amman, los Barzani no intervinieron para ayudarlos, ni siquiera cuando algunos de aquellos yazidíes huyeron a las montañas de Sinyar. Aquellos fugitivos acabaron siendo salvados por comandos del PKK, la organización separatista de los kurdos de Turquía. Los kurdos de Turquía salvaron entonces a todos los yazidíes –fuesen kurdos o no– y utilizaron esa victoria para pedir el reconocimiento de los occidentales, que los consideran terroristas desde los tiempos de la guerra fría.

La nueva versión de aquellos hechos que el clan Barzani ha difundido nunca podrá borrar el crimen que los Barzani perpetraron contra su propio pueblo [4]. En todo caso, desde la liberación de sus tierras, los yazidíes que allí se mantienen han proclamado su propio gobierno autónomo y se niegan a quedar bajo la administración de otros kurdos, de manera que todos los yazidíes boicotean el referéndum [5].

Otro kurdo célebre que participó en la reunión de Amman fue el islamista Mullah Kerkar. Este individuo estaba purgando 5 años de cárcel en Noruega por haber amenazado de muerte a la futura primera ministro Erna Solberg. Cuando se suponía que debía estar en la cárcel, Mullah Kerkar llegó a Amman –en un avión de la OTAN–, participó en la reunión preparatoria de la ofensiva de Daesh contra Irak y luego volvió a su celda en Noruega. Allí reveló que había jurado fidelidad a Daesh y, en vez de ser juzgado por ser miembro de una organización terrorista, se le concedió una reducción de pena que le ahorró 2 años de cárcel y… fue liberado. A partir de entonces dirigió Daesh en Europa, desde Oslo y bajo la protección de la OTAN. ¡Es evidente que las redes stay behind de la alianza atlántica siguen funcionando! [6]

Después de anexar Kirkuk, el gobierno regional del Kurdistán iraquí extendió a esa zona la limpieza étnica que sus fuerzas ya habían perpetrado en la zona de exclusión aérea de 1991 a 2003.

No hay de qué preocuparse. El inamovible presidente Barzani ha asegurado que no tomará represalias contra los electores que voten “No” en el referéndum.

El presidente no constitucional Barzani ha anunciado que todos los pueblos que viven en el Kurdistán iraquí y en los territorios anexados podrán participar en el referéndum. Todas esas regiones albergaban más de 12 millones de personas en 2013. Pero actualmente 3 millones de pobladores no kurdos se han visto obligados a huir. Son, por tanto, electores preseleccionados los que han sido llamados a las urnas para decidir el futuro, no sólo en lugar de los pobladores expulsados sino también de todos los demás iraquíes.

Para participar en ese referéndum se exige que el votante:


- resida en el Kurdistán o en las regiones anexadas;

- tenga más de 18 años;

- se haya registrado como elector antes del 7 de septiembre;

- las personas refugiadas en el exterior tienen que haberse inscrito previamente para poder votar por vía electrónica… lo cual implica que hayan presentado previamente sus papeles a la autoridad electoral del Kurdistán… de donde fueron expulsadas.


En todo caso, los Barzani tienen una concepción muy particular de las poblaciones llamadas a votar. En 1992, sólo contaron 971 953 votantes, que una década después, en 2014, se convirtieron en más de 2 millones, exactamente 2 129 846.

La independencia aportará a los clanes Barzani y Talabani medios suplementarios para seguir adelante con sus negocios. También ofrecerá a Israel la posibilidad de poner en marcha algunos de sus objetivos militares. Desde finales de los años 1990 y dado el desarrollo de los misiles, las fuerzas armadas de Israel abandonaron su estrategia de ocupación de los llamados «escalones», o sea de los territorios que se hallan justo del otro lado de las fronteras israelíes –el Sinaí, el Golán, el sur del Líbano. Ahora pretenden neutralizar a Egipto, Siria y el Líbano sorprendiéndolos por la espalda. Para lograrlo, Tel Aviv apoyó la creación de Sudán del Sur, en 2011, para desplegar allí misiles que apuntan a Egipto, y ahora apoya la independencia del Kurdistán, donde pondría misiles dirigidos contra Siria.

Según la publicación Israel-Kurd, ampliamente citada por la prensa turca, el primer ministro israelí, Benyamin Netanyahu, se ha comprometido con Massud Barzani a trasladar 200 000 israelíes al nuevo Estado kurdo para «ayudar» a administrarlo [7].

Según su lógica, para las fuerzas armadas de Israel lo ideal sería extender el territorio del Kurdistán iraquí no sólo hasta Kirkuk sino sobre el norte de Siria. Esa es la tarea de las YPG y su “Rojava”. Ese Estado autónomo autoproclamado es un largo corredor que conecta el Kurdistán iraquí con el Mediterráneo, bajo la ocupación de las tropas estadounidenses que han instalado allí, ilegalmente, varias bases militares.

Ocho meses antes de la reunión de Amman, una investigadora del Pentágono, Robin Wright, confirmaba que Estados Unidos estaba de acuerdo con ese proyecto [8]. En aquella época, los Barzani todavía se presentaban como defensores de todos los kurdos, incluyendo a los que vivían en Turquía e Irán. La señora Wright explicó con la mayor sapiencia que aquel proyecto era irrealizable, pero publicó el mapa del «Sunnistán» atribuido a Daesh y del «Kurdistán» designado para los Barzani en territorios pertenecientes a Irak y Siria.

El Pentágono acaba por demás de adjudicar, en agosto pasado, una licitación para la compra y posterior traslado a Siria de armas y municiones, principalmente de la antigua Unión Soviética, por valor de 500 millones de dólares [9]. Los primeros 200 camiones cargados con ese armamento ya fueron entregados a las YPG, los días 11 y 19 de septiembre, en Hassakeh, ciudad situada en territorio sirio, adonde llegaron después de transitar por el Kurdistán iraquí y sin que hayan sido atacados por los yihadistas [10]. Y el ministerio de Defensa ruso acabar de publicar fotografías satelitales de un campamento de las fuerzas especiales de Estados Unidos situado en pleno territorio bajo control de Daesh, lo cual demuestra que los militares estadounidenses se entienden a la perfección con los kurdos y con los yihadistas.

Pero, si tanto nos dicen que este «Kurdistán independiente» es un proyecto kurdo, ¿por qué tendríamos que albergar dudas?

Dos opiniones sobre las elecciones alemanas


Posteamos dos notas de opinión sobre los resultados electorales de Alemania después de las elecciones generales del domingo pasado. La primera es de Matthew Jamison para el sitio web Strategic Culture Foundation:


Título: The Rise of ‘Alternative for Germany’

Texto: With the Federal German Parliamentary elections coming to a close something quite remarkable has just happened in post-WWII Germany. For the first time since 1949 when the Bundestag was created after the defeat of the Nazi regime, and free and fair elections were held, the Christian Democrats and their sister party the Christian Social Union suffered their worst result while a nationalist grouping known as the Alternative for Deutschland (Alternative for Germany) has made a stunning electoral and political break through becoming the third largest party and significantly this 2017 German Parliament will contain for the very first time since the days of the 1930s overt German nationalists.

Mrs. Merkel has just led her governing party of the CDU/CSU to its worst electoral result ever. How did this happen? It really all has to do with Mrs. Merkel's decision to open German doors and allow in almost 1 million undocumented refugees, economic migrants and others in the summer of 2015. What some (even myself) saw as a great humanitarian and noble endeavour I am afraid was actually clearly in retrospect a huge mistake and very irresponsible. The key issue is not regarding whether or not to offer refuge and sanctuary to fleeing refugees from war torn countries.

There is no dispute about that. Rather it is about proper legal process and fundamentally security as well as sheer mathematics. They should never have been taken in without being properly vetted, documented and screened. And a near million was far too much all in one go. The German people are an extremely liberal, welcoming, tolerant, cultured, and socially enlightened people but you can only push them so far before their good nature is seen to themselves to be taken advantage of. It is a similar situation in the UK after the former communist Warsaw Pact members where admitted to the EU in 2004. The British Prime Minister back then Tony Blair did not put in place temporary controls unlike other Western EU members and there has just been one all mighty free for all with the UK immigration system in a complete mess and UK borders flung wide open not just to EU members but also to the Middle East and Africa without the proper checks, controls and regulations in place. This 2017 Federal German Parliamentary election has completely upended the traditional post-1945 order in German domestic politics. For the first time since before 1945 six parties will be in the German National Parliament and again for the first time since 1949 the CDU/CSU suffered its worst election result. 

Mrs. Merkel still did win and pulled off a fourth victory. Seen in the context of a long serving Leader and Governing Party this is still a strong achievement after 12 years in power and in the face of a backlash against the naive policy of Open Doors. Yet as many analysts and commentators are stating, it is a pyrrhic victory, very much a hollow one and could lead to significant constitutional gridlock given that the SPD will not form a Grand Coalition with Merkel's CDU/CSU members and she may well have to stitch together some dubious, incoherent "Jamaica" coalition. 

If Mrs. Merkel is to survive for the rest of her term and the rise of the AfD checked, she will have to listen very closely to the 14% who voted for AfD. One has a feeling that the Merkel era is starting to draw to a close. It may be wise before the 2022 Federal German Parliamentary election for the Christian Democrats to have a new candidate for Chancellor and Leader of the CDU in place. If the SPD are not careful having suffered one of their worst Federal Parliamentary election results ever, AfD could replace them as the main opposition party in German national politics. This significant and dramatic change in German politics is taking place against the backdrop of the greatest upheavals and changes in Europe since the end of the Second World War and amid heightened and rising global tensions.

With negotiations under way for the Exit from the UK from the EU and the EU struggling with a migrant crisis of epic proportions the last thing that Europe and the EU needed was a surge in right-wing German nationalism. Europe is changing. The world is changing and this German election result merely confirms that a New World Order is taking shape quite different from the post-1945 or post-1992 frameworks. The rhetoric and discourse of AfD is unprecedented in post-WWII Germany talking about fighting an "invasion of foreigners" and going on the "hunt" after Angela Merkel. AfD have pledged to begin debates on immigration and the Open Door 2015 policy as well as a host of issues relating to German national identity and culture. "We want a different policy," co-leader Alexander Gauland said following the historic AfD surge. It will be very interesting to observe how this pans out for Mrs. Merkel, the EU and the world.

Título: A German Election Analysis

Texto: As your host is German you may want to read his opinion and  analysis of today's federal election results in Germany.

German election results (ARD 6pm exit poll) Update: Preliminary official result:

CDU/CSU - 33.0%
SPD - 20.5%
AfD - 12.6%
FDP - 10.7%
Left - 9.2%
Greens - 8.9%

No great surprise there.

The participation rate slightly increased to 76.2%.

The result is bad for the top-candidates Merkel (CDU) and Schulz (SPD). The CDU lost 9 percentage points compared to the 2013 election, the SPD lost 5. These two parties once held a total of 81% of votes between them. They are now down to 53% of total votes.

Voter migration analysis will show that the CDU loss was caused by Merkel's centrist and socially liberal policies and especially her gigantic immigration ("refugees") mistake. It caused the right-wing CDU voters to go over to the new right-wing party AFD. Other CDU voters (re-)joined the FDP.

Her party will punish Merkel for this catastrophic result. I doubt that she has two or more years left in her position. Her party will shun her and move away from the center and back into its traditional moderate-right corner.

The voters lost by the formerly moderate-left, now also centrist, SPD went over to The Left and the FDP. Many also abstained.

The FDP is back in the game after having been kicked out of parliament is the 2013 elections. The Greens and the Left Party results are mostly unchanged.

Over the last 25 years both of the traditionally big parties, CDU and SPD, had moved from their moderate-right, respectively moderate-left positions towards a "centrist" neo-liberalism. In consequence The Left split off the SPD and now the AFD from the CDU.

The AFD is by no means a "Nazi" party though a few Nazis may hide under its mantle. The voters are mostly traditionalist, staunch conservatives and anti-globalization. They were earlier part of the CDU.

The SPD will not want to enter another government coalition with Merkel, It played Merkel's junior partner over the last eight years and that led to ever increasing voter losses. It nearly killed the party. The mistake of selecting the colorless Schulz as top-candidate will lead to some (necessary) blood loss in the party's leadership. SPD head Gabriel will, like Schulz, have to step back from leadership positions.

Merkel will have difficulties forming a coalition. She will avoid the AFD as her campaign had discriminated that party as "Nazi" (in itself a huge strategic mistake). She will try to build a coalition with the Green and the FDP. It will be enough to rule for a while but is a somewhat unstable configuration.

The new parliament will be more lively than the previous ones under the large CDU-SPD coalition. More parties and a real opposition will create more public discussions.

We will likely have new elections within the next two years.

Título: Light at the End of the Tunnel

Texto: It is the Unlimited Imperialists along the line of Alexander, Rome, Napoleon and Hitler who are now in charge of conducting American foreign policy...

Historically this latest eruption of American militarism at the start of the 21st Century is akin to that of America opening the 20th Century by means of the U.S.-instigated Spanish-American War in 1898. Then the Republican administration of President William McKinley stole their colonial empire from Spain in Cuba, Puerto Rico, Guam, and the Philippines; inflicted a near genocidal war against the Filipino people; while at the same time illegally annexing the Kingdom of Hawaii and subjecting the Native Hawaiian people (who call themselves the Kanaka Maoli) to genocidal conditions. Additionally, McKinley’s military and colonial expansion into the Pacific was also designed to secure America’s economic exploitation of China pursuant to the euphemistic rubric of the “open door” policy. But over the next four decades America’s aggressive presence, policies, and practices in the so-called “Pacific” Ocean would ineluctably pave the way for Japan’s attack at Pearl Harbor on Dec. 7, 1941, and thus America’s precipitation into the ongoing Second World War. Today a century later the serial imperial aggressions launched, waged, and menaced by the neoconservative Republican Bush Junior administration then the neoliberal Democratic Obama administration and now the reactionary Trump administration threaten to set off World War III.

By shamelessly exploiting the terrible tragedy of 11 September 2001, the Bush Junior administration set forth to steal a hydrocarbon empire from the Muslim States and Peoples of Color living in Central Asia and the Middle East and Africa under the bogus pretexts of

(1) fighting a war against “international terrorism” or “Islamic fundamentalism”; and/or

(2) eliminating weapons of mass destruction; and/or

(3) the promotion of democracy; and/or

(4) self-styled humanitarian intervention and its avatar “responsibility to protect” (R2P).

Only this time the geopolitical stakes are infinitely greater than they were a century ago: control and domination of the world’s hydrocarbon resources and thus the very fundaments and energizers of the global economic system – oil and gas. The Bush Junior/ Obama administrations targeted the remaining hydrocarbon reserves of Africa, Latin America (e.g., the Pentagon’s reactivization of the U.S. Fourth Fleet in 2008), and Southeast Asia for further conquest and domination, together with the strategic choke-points at sea and on land required for their transportation (e.g., Syria, Yemen, Somalia, Djibouti). Today the U.S. Fourth Fleet threatens oil-rich Venezuela and Ecuador for sure along with Cuba.

Toward accomplishing that first objective, in 2007 the neoconservative Bush Junior administration announced the establishment of the U.S. Pentagon’s Africa Command (AFRICOM) in order to better control, dominate, steal, and exploit both the natural resources and the variegated peoples of the continent of Africa, the very cradle of our human species. In 2011 Libya and the Libyans proved to be the first victims to succumb to AFRICOM under the neoliberal Obama administration, thus demonstrating the truly bi-partisan and non-partisan nature of U.S. imperial foreign policy decision-making. Let us put aside as beyond the scope of this paper the American conquest, extermination, and ethnic cleansing of the Indians from off the face of the continent of North America. Since America’s instigation of the Spanish-American War in 1898, U.S. foreign policy decision-making has been alternatively conducted by reactionary imperialists, conservative imperialists, and liberal imperialists for the past 119 years and counting.

Trump is just another White Racist Iron Fist for Judeo-Christian U.S. Imperialism and Capitalism smashing all over the world. Trump forthrightly and proudly admitted that the United States is in the Middle East in order to steal their oil. At least he was honest about it. Unlike his predecessors who lied about the matter going back to President George Bush Sr. with his War for Persian Gulf oil against Iraq in 1991. Just recently, President Trump publicly threatened illegal U.S. military intervention against oil-rich Venezuela. Q.E.D.

This world-girdling burst of U.S. imperialism at the start of humankind’s new millennium is what my teacher, mentor, and friend the late, great Professor Hans Morgenthau denominated “unlimited imperialism” in his seminal book Politics Among Nations 52-53 (4th ed. 1968):

The outstanding historic examples of unlimited imperialism are the expansionist policies of Alexander the Great, Rome, the Arabs in the seventh and eighth centuries, Napoleon I, and Hitler. They all have in common an urge toward expansion which knows no rational limits, feeds on its own successes and, if not stopped by a superior force, will go on to the confines of the political world. This urge will not be satisfied so long as there remains anywhere a possible object of domination–a politically organized group of men which by its very independence challenges the conqueror’s lust for power. It is, as we shall see, exactly the lack of moderation, the aspiration to conquer all that lends itself to conquest, characteristic of unlimited imperialism, which in the past has been the undoing of the imperialistic policies of this kind….

Since September 11, 2001, it is the Unlimited Imperialists along the lines of Alexander, Rome, Napoleon, and Hitler who have been in charge of conducting American foreign policy decision-making. The factual circumstances surrounding the outbreaks of both the First World War and the Second World War currently hover like twin Swords of Damocles over the heads of all humanity.

After September 11, 2001 the people of the world witnessed successive governments in the United States that have demonstrated little respect for fundamental considerations of international law, human rights, and the United States Constitution. Instead, the world has watched a comprehensive and malicious assault upon the integrity of the international and domestic legal orders by gangs of men and women who are thoroughly Machiavellian in their perception of international relations and in their conduct of both foreign affairs and American domestic policy. Even more seriously, in many instances specific components of the U.S. government’s foreign policies constitute ongoing criminal activity under well-recognized principles of both international law and United States domestic law, and in particular the Nuremberg Charter (1945), the Nuremberg Judgment (1946), and the Nuremberg Principles (1950), as well as the Pentagon’s own U.S. Army Field Manual 27-10 on The Law of Land Warfare, which applies to the President himself as Commander-in-Chief of United States Armed Forces under Article II, Section 2 of the United States Constitution.

Depending on the substantive issues involved, these international and domestic crimes typically include but are not limited to the Nuremberg offences of “crimes against peace”—e.g., Libya, Afghanistan, Iraq, Somalia, Yemen, Pakistan, Syria, and their longstanding threatened war of aggression against Iran. Their criminal responsibility also concerns crimes against humanity and war crimes as well as grave breaches of the Four Geneva Conventions of 1949 and the 1907 Hague Regulations on land warfare: torture, enforced disappearances, assassinations, murders, kidnappings, extraordinary renditions, “shock and awe,” depleted uranium, white phosphorous, cluster bombs, drone strikes, etc. Furthermore, various officials of the United States government have committed numerous inchoate crimes incidental to these substantive offences that under the Nuremberg Charter, Judgment, and Principles as well as U.S. Army Field Manual 27-10 (1956) are international crimes in their own right: planning, and preparation, solicitation, incitement, conspiracy, complicity, attempt, aiding and abetting, etc. Of course the terrible irony of today’s situation is that seven decades ago at Nuremberg the U.S. government participated in the prosecution, punishment, and execution of Nazi government officials for committing some of the same types of heinous international crimes that these officials of the United States government currently inflict upon Peoples of Color all over the world. To be sure, I personally oppose the imposition of capital punishment upon any human being for any reason no matter how monstrous their crimes, whether they be Saddam Hussein, Bush Junior, Tony Blair, Barack Obama, or Donald Trump.

According to basic principles of international criminal law set forth in paragraph 501 of U.S. Army Field Manual 27-10, all high level civilian officials and military officers in the U.S. government who either knew or should have known that soldiers or civilians under their control (such as the C.I.A. or mercenary contractors), committed or were about to commit international crimes and failed to take the measures necessary to stop them, or to punish them, or both, are likewise personally responsible for the commission of international crimes. This category of officialdom who actually knew or should have known of the commission of these international crimes under their jurisdiction and failed to do anything about them include at the very top of America’s criminal chain-of-command the President, the Vice-President, the U.S. Secretary of Defense, Secretary of State, Director of National Intelligence, the C.I.A. Director, National Security Advisor and the Pentagon’s Joint Chiefs of Staff along with the appropriate Regional Commanders-in-Chiefs, especially for U.S. Central Command (CENTCOM) and now U.S. Africa Command (AFRICOM).

These U.S. government officials and their immediate subordinates are responsible for the commission of crimes against peace, crimes against humanity, and war crimes as specified by the Nuremberg Charter, Judgment, and Principles as well as by U.S. Army Field Manual 27-10 of 1956. Today in international legal terms, the United States government itself should now be viewed as constituting an ongoing criminal conspiracy under international criminal law in violation of the Nuremberg Charter, the Nuremberg Judgment, and the Nuremberg Principles, because of its formulation and undertaking of serial wars of aggression, crimes against peace, crimes against humanity, and war crimes that are legally akin to those perpetrated by the former Nazi regime in Germany. As a consequence, American citizens possess the basic right under international law and the United States domestic law, including the U.S. Constitution, to engage in acts of civil resistance designed to prevent, impede, thwart, or terminate ongoing criminal activities perpetrated by U.S. government officials in their conduct of foreign affairs policies and military operations purported to relate to “defense” and “counter-terrorism.” They are the terrorists! They terrorize the entire world!

For that very reason, large numbers of American citizens have decided to act on their own cognizance by means of civil resistance in order to demand that U.S. government officials adhere to basic principles of international law, of U.S. domestic law, and of the U.S. Constitution in their conduct of foreign affairs and military operations. Mistakenly, however, such actions have been defined to constitute classic instances of “civil disobedience” as historically practiced in the United States. And the conventional status quo admonition by the U.S. power elite and its sycophantic news media for those who knowingly engage in “civil disobedience” has always been that they must meekly accept their punishment for having performed a prima facie breach of the positive laws as a demonstration of their good faith and moral commitment. Nothing could be further from the truth! Today’s civil resisters are the sheriffs! The U.S. government officials are the outlaws!

Here I would like to suggest a different way of thinking about civil resistance activities that are specifically designed to thwart, prevent, or impede ongoing criminal activity by officials of the U.S. government under well‑recognized principles of international and U.S. domestic law. Such civil resistance activities represent the last constitutional avenue open to the American people to preserve their democratic form of government with its historical commitment to the rule of law and human rights. Civil resistance is the last hope Americans have to prevent the U.S. government from moving even farther down the paths of lawless violence in Africa, the Middle East, Southwest Asia, military interventionism into Latin America, and nuclear confrontation with Pakistan, North Korea, Russia, and China.

Such measures of “civil resistance” must not be confused with, and indeed must be carefully distinguished from, acts of “civil disobedience” as traditionally defined. In today’s civil resistance cases, what we witness are American citizens attempting to prevent the ongoing commission of international and domestic crimes under well-recognized principles of international law and U.S. domestic law. This is a phenomenon essentially different from the classic civil disobedience cases of the 1950s and 1960s where incredibly courageous African Americans and their supporters were conscientiously violating domestic laws for the express purpose of changing them. By contrast, today’s civil resisters are acting for the express purpose of upholding the rule of law, the U.S. Constitution, human rights, and international law. Applying the term “civil disobedience” to such civil resistors mistakenly presumes their guilt and thus perversely exonerates the U.S. government criminals.

Civil resistors disobeyed nothing, but to the contrary obeyed international law and the United States Constitution. By contrast, U.S. government officials grossly violated fundamental principles of international law as well as U.S. criminal law and thus committed international crimes and U.S. domestic crimes as well as impeachable violations of the United States Constitution. The civil resistors are the sheriffs enforcing international law, U.S. criminal law and the U.S. Constitution against the criminals working for the U.S. government!

Today the American people must reaffirm their commitment to the Nuremberg Charter, Judgment, and Principles by holding their government officials fully accountable under international law and U.S. domestic law for the commission of such grievous international and domestic crimes. They must not permit any aspect of their foreign affairs and defense policies to be conducted by acknowledged “war criminals” according to the U.S. government’s own official definition of that term as set forth in U.S. Army Field Manual 27-10 (1956), the U.S. War Crimes Act, the Geneva Conventions, and the Hague Regulations, inter alia. The American people must insist upon the impeachment, dismissal, resignation, indictment, conviction, and long-term incarceration of all U.S. government officials guilty of such heinous international and domestic crimes. If not so restrained by civil resistance, the U.S. government could very well precipitate a Third World War. That is precisely what American civil resisters are doing today!

The future of American foreign policy and the peace of the world lie in the hands of American citizens—not the bureaucrats, legislators, judges, lobbyists, think-tankers, professors, and self-styled experts who inhibit Washington, D.C., New York City, Cambridge, Massachusetts, and Hyde Park/Chicago, Illinois. Civil resistance is the way to go! This is our Nuremberg Moment now! Thank you.
